The Delhi High Court has suspended the Table Tennis Federation of India (TTFI) Executive Committee for six months and also found that national coach Soumyadeep Roy indulged in match-fixing during the Olympic qualifiers in March.

HC noted that Petitioner Manika Batra has been “repeatedly pointing out issues to Respondent No. 1 however instead of working on the issues and promoting the players but Respondent No. 1 has been trying to dictate its own terms to players.”

” The court is of the view that if an inquiry is not directed into the affairs of the respondent and an administrator is not appointed to run the federation by suspending the executive body. In the meanwhile, the court will be failing in its duties towards the sportsperson and the general public. People of this country take pride in their sportsperson and therefore, it is in the fitness of things that the conduct of Respondent No. 1, be inquired into, which prima facie appears to be blameworthy, as per the report wherein the 3 member committee has observed that Respondent No. 1 has only been safeguarding the interest of its officials. In fact, there is no explanation given by Respondent 1 or 3 as to why the coach was appointed national coach when he was running the personal academy.”

Delhi HC observes that Inquiry Committee Report “shows that the committee has shown conflict of interest because Respondent No. 3 continues to run his personal academy in spite of being the national coach. Hence no other option but to appoint an administrator to discharge the functions of the Respondent No. 1 till an inquiry as prayed for is concluded.”

ASG has informed the court that due to allegations regarding the misconduct of TTFI, the Sports Authority could take action against TTFI in terms of the National Sports Code.

“Appointment of administrator cannot be delayed”

” The Executive committee of Respondent No. 1 will no longer be allowed to take any decision or interfere in the function of the administrator. However, it is expected that since there are a number of upcoming tournaments, the executive member of the board will render all assistance to the administrator as and when required.”

The appointed person will be authorized to sign checks on behalf of Respondent 1 and all banks will ensure this is honoured. The administrator will submit the report of financial expenses every 2 months.

The matter is now to be heard on 13th April.
