Academic performance of students to play major role in UP teachers’ transfer – Times of India

LUCKNOW: If you are a government teacher of a secondary school in UP and looking for a transfer, you can gain extra points if your class result in the UP board examination is cent per cent. The three-day online window for applications for the requisite transfer opens today (June 24). Under the teacher transfer policy brought out by the secondary education department, the academic performance of teachers and principals will be the deciding factor for their transfer.
As per the policy, online applications for transfer of teachers’ will only be processed when their class result will be an average of above 80% in the last three years. Likewise, for transfer of principal and vice-principal, the applications will be considered only if there is a hike of 15% in student enrolment from 2018-19 till the current session, and an average result of 80% achieved by the school.

The policy is based on a set of parameters including age, gender, and performance. Decision of allotment to a vacancy is based on a composite score of points earned by a teacher. For example, weighatge is given to teachers who suffer from chronic liver and kidney diseases, HIV AIDS, or cancer will be given additional points. Likewise, female teachers who are either widow, divorced, or separated will be given preference. Male teachers, who are widower (who lost his wife and are not re-married) and have one or more minor children and/or unmarried daughters, too will be given extra weightage. Recipients of national/state teachers’ awards will also be given preference.

The policy brings relief to spouses working in secondary schools in different districts. For, the government has made arrangements to shift them to one district. In addition, it also takes care of the differently-abled, namely visually impaired, sound-and-speech impaired and locomotive disability. All such persons with above 80% disability are given 50 points. A disability lying between 60%-80% will be given 40 marks while less than 60% but greater than 40% will be given 30 marks.

The teacher transfer policy for government teachers, said an official, is aimed at ensuring equitable, demand based distribution of teachers to protect academic interest of students and optimize job satisfaction amongst its employees in a fair and transparent manner.

The transfer policy order issued by the officiating director, secondary education Sarita Tiwari states that only 10% teachers from one school will be transferred. Teachers, principals appointed post March 31, 2019 will not be eligible for transfers. Districts Lucknow, Ghaziabad and Gautam Buddh Nagar will be out of the transfer purview. Teachers from these districts can apply for transfer to other districts but vice-versa is not allowed.

Unlike before, aspirational districts will be part of the teacher transfer process.
