A majority of schemes under the Women and Child Development Department are on track, according to the Delhi government’s Outcome Budget for 2022-23 presented in the Assembly on Monday.
Out of 63 indicators for assessment, 71 per cent were on track, it said, adding that last year, out of 69 indicators for assessment, 80 per cent were on track.
About 3.47 lakh women in distress was given monthly financial assistance in 2022-23 against 3.12 lakh women in distress in 2021-22, it said.
About 2,060 poor widows were given financial assistance (Rs 30,000) for marriage of their daughters.
As many as 31,743 girls were enrolled (at birth stage + school stage) under the Ladli scheme till December 2022.
The report also said that 21,336 maturity cases have been paid till the third quarter of year 2022-23. About 6.38 lakh children and pregnant/nursing mothers are accessing services of nutrition, vaccination and health services, it said.

Against the target of 1,000 Aam Aadmi Mohalla Clinics (AAMCs), 518 have become operational during the nine-month period ending December 31, 2022, according to the Delhi government’s Outcome Budget presented in the assembly on Monday.
A total of 1.5 crore patients were treated at these clinics, it stated.
On an average, each AAMC handles 98 patient visits a day and together approximately 51,000 patients a day, according to the Outcome Budget presented by Delhi Finance Minister Kailash Gahlot in the assembly.
The Outcome Budget was introduced in 2017-18 as a tool linking the budget with outcomes to capture the progress of various schemes, programmes and projects; and final deliverables from the citizens’ perspective.
The Outcome Budget for 2022-23 showed that out of 124 critical indicators of the Department of Health and Family Welfare, 54 per cent were “on track”.
It said 97 per cent eligible people were administered the second dose of COVID-19 vaccine and 24 per cent eligible people the booster dose till December last year.
Hundred per cent eligible children in the age group of 12-18 years were administered the first dose of COVID-19 vaccine till December last year, it said.
The Outcome Budget said 1.68 lakh institutional deliveries were facilitated through ASHA workers till December last year against the annual target of 2.25 lakh institutional deliveries.
It said 57,790 patients suffering from tuberculosis were put on treatment as against 77,124 notified patients till December 2022.
The drug control department inspected about 3,320 sales firms and “667 licences were suspended/ cancelled till December, 2022, those were found violating the norms”, it added.
Fleet utilisation is the percentage of buses on roads in comparison to their total numbers.
Delhi Finance Minister Kailash Gahlot presented the Outcome Budget in the Assembly on Monday and said that Electric Vehicles constituted a record 16.7 per cent of all vehicles sold in Delhi in December 2022 – the highest in any Indian state.
Sharing numbers related to the Transport department, he said out of the 78 indicators for assessment, 69 per cent were on track.
“Arvind Kejriwal government’s push to make Delhi an EV capital has made unprecedented headway. December 2022 saw 93,160 new EVs registered under the Delhi Electric Vehicle Policy.
“EVs constituted a record 16.7 per cent of all vehicles sold in Delhi in December 2022 – highest in any Indian state,” he said in the Delhi Assembly.
The outcome budget report said 42,738 electric two-wheelers and 36,658 e-rickshaw/e-cart were registered under Delhi EV policy up to December last year.
Regarding the infrastructure for charging of the vehicles, 2610 public charging stations and 2163 slow charging points have been set up while 265 fast charging points have been set up up to December last year.
“Further 234 battery swapping points have been setup. 10.23 per cent of new vehicles that have been registered are e-vehicles till December 2022. Further, 56,278 vehicles were provided subsidy from State EV fund,” the report said.
Out of 3,319 cluster buses, percentage of average fleet utilisation of Cluster buses has increased to 98.83 per cent.
The report also said the Transport department has taken a major initiative to provide all public services in faceless manner and the total such requests received till date are approximately 35,19,621.
“Real time information of 3,319 Cluster Buses and 4,000 DTC Buses is available on the ‘One Delhi’ – Delhi’s one-stop public mobility application. To make travel safe, bus marshals are deployed in both shifts in all cluster buses and 92 per cent of DTC buses by the Arvind Kejriwal government,” Gahlot said.
The work of 123.30 Km (including 16.32 Km in NCR) by DMRC has been completed for Phase III and Phase IV is under construction. After completion of Phase IV, total network of DMRC in Delhi and NCR would be around 457 km, it said.
The department has started 15 Automatic Driving test tracks (including three private ones) for testing driving competence while issuing driving license to citizens.
On an average, 87,480 tests are conducted per month on these tracks, it said.
The report said 953 centre are issuing PUCCs to create awareness about pollution control among the public and periodical pollution control certification. Nearly 66.63 per cent of two wheelers and 79.54 per cent of four-wheelers are running with valid PUCCs.

It said that 78 per cent of the 226 samples collected from common effluent treatment plants met the prescribed standards and around 94 per cent of the 112 samples collected from individual effluent treatment plants met the norms.
Departments concerned resolved over 75 per cent of the complaints (up to December 2022) of anti-pollution norm violations, received through the Green Delhi mobile application.
All the 70 stack samples from industries, power plants, and hotels met the prescribed standards, the government said.
With 54 per cent indicators “on track”, health, a focus area of the Arvind Kejriwal dispensation, was one of the poor performers among key Delhi government departments, according to 2022-23 Outcome Budget data.
The focus areas of the Kejriwal government include health, education, public works and transport, and officials have said the 2023-24 Budget to be presented in the assembly on Tuesday is expected to have significant outlays for these sectors.
The Outcome Budget said that out of 124 critical indicators of the health and family welfare department, 54 per cent were “on track”.

On an average, 62,906 patients in IPD and 99,382 patients in OPD availed health care services at 38 Delhi government hospitals daily, the Outcome Budget for 2022-23 said and added that 7,85,914 people have undertaken test for HIV at Integrated Counselling and Testing Centers (ICTCs) till December last year.
Besides, 82 per cent patients living with HIV/affected family have received financial assistance from the Delhi government till December 2022 under the scheme of financial assistance to affected or infected AIDS/HIV persons and orphan children of the Delhi State AIDS Control Society, it said.
The Outcome Budget said 2,414 people received cash less treatment (accident, acid attack, thermal burn and injury) from private hospitals and 62,849 radiological tests were recommended at private centres under reimbursement of the ‘Delhi Arogya Kosh’ (DAK) scheme till December 2022.
